Since December 2008, we now have a new operational framework and program in the national education system to repeal the emergency law for teaching, Act of 1985. Our responsibility now lies with give substance and context that proposals, proposals that promote education and develop a democratic, participatory and popular.
The first space to think, our starting point: the participation councils.

Article 76 .- ( Concept ).
Around Public Education Center School, Elementary, Middle and Upper Elementary and Middle Vocational Technical Education, will run a council composed Participation: students or participants, educators and teachers, mothers, parents or guardians and community representatives.
The respective boards of education shall regulate the manner of election and operation.
The advice of participation from schools in School Education Basic Education High School Education and technical-vocational (UTU), must include among its members, at least one third of student representatives.
Article 77 .- ( Committed ).
A Participation Councils are responsible to make proposals to the Department of the School in relation to:
1. The educational project in the exercise of their professional responsibility to develop the leadership and faculty of the School.
2. The signing of agreements with other institutions as set out in Article 43 of this Act;
3. The completion of works in the Education Center;
4. Obtaining grants and other extra-budgetary resources;
5. The destination of the funds raised and allocated.
6. The operation of the School.
7. The realization of social and cultural activities in school.
8. About all that you consult the Department of Education Center.
Article 78 .- (From information on the Boards of Participation).
Participation Councils may request reports and make proposals to the Education Council concerned, and require presence of a representative of the Council, in situations that warrant a trial of its members.
Principals should make consideration of the Councils of their annual participation.
The boards of education shall report annually to the Councils of Participation, a report of the developments during the year.
Participation Councils participate in the process of self-assessment to develop the school and may issue an opinion on the development courses, the education provided, living in the center, the diligence and dedication of teachers and non teaching staff to be received by the Centre Management and the Boards of Education.
